A friend of mine recently gave his laminate stock10-22 to his daughter and is ready to replace it with a target style10-22 he is considering buying a stainless laminate target grade from ruger. My question is would you all advise that or buy a donor and build one and if so what is recommended.
He wants to plick around and shoot birds and such. I think he wants a bug shooter to 50 yds.

I think the factory gun would come out cheaper but with a cheap, used donor you could build it how you wish. Is he stuck on a 10-22?

He definitely wants a 10-22 . Are trigger on factory target model any good or do they need upgrade.

I have a 10-22 that a friend in Missouri built me that's super accurate, benchrest accurate. the test target he sent me with the gun shot @ 33 yds measures .034 outside for 5 shots.
I don't remember what barrel he uses for sure but I think its Green Mountain, he profiles/chambers them himself and threads the barrel/receiver. he also does his own trigger work and Jewells the bolt, this thing is in a Hogue stock and looks nothing special but man does it shoot.
some say the little 10-22 cant be made to shoot with a good bolt gun, I say they have never seen mine shoot!

They'll shoot alright, there are just somethings I don't like about them. I don't buy Ruger anything (although I love the No.1) since Bill pretty well authored high-cap/"assault rifle" legislation. I'm not a fan of the aluminum receiver and I used to fix lots of them when people would strip the scope base holes by over-torquing or carrying the target weight guns by their optic (it's not a carry handle ). I also don't like auto-loader rimfires because I don't like cleaning guns. I get a lot more out of shooting them than cleaning them. That said, the more I shoot rimfire trainers the more I lean towards an auto because bolt manipulation is not the same from my CF to my RF guns.
If I were doing it I would want a receiver with integral base (Volquartsen) and one that has a thread in barrel not a clamp on (Vol' or Kidd). I could handle a screw on base and clamp on barrel like a Kidd. That said, I put a few together on factory guns using GM,Vol', and Briley barrels that shoot great. It would be more expensive to go full custom but Frankengunning a 10-22 you really only keep the receiver.

Never in my life (63yrs) had I shot a 10-22 until last year when two people wanted me to do some scope work for them. A co-worker's rifle was suffering from loose scope mount screws and my grandson wanted me to scope his new 10-22. To my surprise, when sighting in, I found both to be capable of minute-of-sparrow to 50yds. Exceptions to the rule??
