When the bullet is hit by wind at a slower speed the wind affects the bullet more.

Shooter B has to deal with more drift in this instance. Took me longer to do the math than I thought but it proved the idea is right. In this case the first half of the range is where the wind is most critical. That is not to say that the wind over the first half of the range is always the most important.

Wind will affect the bullets POI more if it is acted upon initially. I have always been prone to watch the closest wind flag the most. This response if right from the cuff, no figuring.

That's true if there is a consistent wind or no wind. Other winds can be more important. I've shot in winds that switched direction and the trace swerved like an "S". Plains, deserts,and mountains will have difficult wind conditions because terrain and gradients will cause you to deal with vastly different speeds (velocity and direction). There is no "most important" wind except the one for any particular shot you are facing.
