I have had a 25-06 firearm for over 50 years and like it but if I was going new the 7mm-08 offers more possiblities for deer size and up, for low end on varmints the 25 is good.

I've had a .25-06 Rem, .257 Bob, and a .257 Wby. They are great in their own right. The Bob is cool. The .25-06 is faster and has more options if you shoot factory fodder. The Bee is screaming ass fast but there aren't a lot of factory choices and they are expensive. As a hand loader I had more options but not as many as you have with a 6mm or 6.5mm.
In 7mm rifles I have had 7x57mm, .280 Rem, 7mm-08, 7mm-08 Improved 40°, .280 Improved 40°, and 7mm Rem Mag. A 7mm-08 (or the Improved) with a 120gn will give a .25-06 a run for its money for flat mid-range trajectory and energy. With heavier bullets it can handle bigger game than I want to shoot a 120gn bullet out of a .25-06 at. A 168gn out of a 7mm is a monster.
Both are hand loader rounds because there are not tons of factory options for either round. For me the 7mm-08 Rem is hands down choice for a number of reasons.

I dont even do centerfire anymore. I would build a muzzy to fill the niche. Right now Ive been toying for a while on a 14 twist .36 cal muzzy. Im sizing down 9.3 bullets. Still working out a bunch of kinks

After my .25-06 factory barrel experience, I won't put T/C anything on my Encore frames. Get which-ever ya decide on from Bergara, or better yet, MGM.

I believe they are still using Shilen, but you would have to ask them for sure. When those guys were with Steve Stratton at VVCG, they made a Tactical 20 barrel for me. It has been a very accurate barrel for an Encore.

I own a Sako 25.06 and a Savage 7mm08 and both calibers are great calibers. But when I go hunting 95% of the time I grab the 7mm08. My reason is this, When I hit them with the 7mm08 bullet, it plants the deer in it's tracks. And that's hitting them anywhere in the body. The farthest I have had one run was maybe 10 yards. I can't say that with my 25.06. I have had a few deer run off from the 25.06. Not very far mind you but I hate to track a deer. To me the 7mm08 has more recoil if you are recoil sensitive but neither one is excessive. Both are actually a joy to shoot in comparison to some calibers I have shot (270, 30.06, 7mm etc.) . Just my opinion.
