Ok hope I did good but just bought a Steiner SPIR military grade IR Illuminator, bought a couple different models, one was a inexpensive Evolva T-20 and another one from Night Vision Guys was 189.00, its the best so far but not quite good enough for me, the Steiner looks much better , anyone else use one, I am using a ATN 4K Pro 5-20 Digital SPIR

Gen3 NV scope with built-in IR Illuminator. Works pretty well for coyotes at night. Wish I could justify thermal...

Depends on what you get... I've got a good friend who got a really good thermal a year ago or so. If I can figure out how to get it on here I'll stick a video up...

However, over Christmas the subject of coyotes and night vision came up. My second cousin is wanting to get set up with a good quality option for a scope. His goal is to be able to shoot out to 400 yards with it. Is that even realistic? What equipment is good enough for that job?

400 yards is very realistic with some of the newer options. I'm really amazed by what some of the new technology will do.
Thermal is the only way to go IMHO. I've checked my Gen 3 NV against thermal, and its almost unbelievable how much better the latter is. Fog will kill NVs, but won't hamper thermal in any way. It won't be cheap. I'll have to confer with my friend on which model he has, but you can get good imaging a LOOOONG way out.
Depending on how much he's willing to spend, it can be done.
