What is a good substitute for IMR 4198? I have an encore barrel and Jeff advised 65 grains of it for my load. I have some 4198, but not a lot, and I have quite a bit of RL7, and H4831SC, and was curious as to whether either of of these powders worked well.

Reloader 7 will work, it is a bit dirty but very temp. stable.

Definitely Re 7 but scrub the 4831---way too slow! I have gotten excellent results with IMR 4227. I would however drop about 5 grains from the 65 that Hank gave you for 4198.

No, for 4227. It is somewhat faster so less is required. I would see what velocity you get with 65 grains of 4198 and, if you want that speed adjust your 4227 charge accordingly. I can not tell you 60 grains of 4227 will give you the same speed as 65 grains of 4198....I suspect it will be slightly slower...you can then adjust "up!"
