What bullets are you shooting?
Have you tried wool or veggie wads with smooth form?
What is the difference in group size between full and smooth?

Sizing sometimes matters. Smooth sizing to a loading force of 20# with BH209 in a CLEAN bore and 300gr bullets nets me single hole groups if I'm having a good day.
I've found that just the slightest change in the charge has taken a group of 2" down to a single hole.
I see no need to full form with the accuracy I can achieve smooth sizing and slightly adjusting the charge.
Just a couple suggestions. Good luck.
