Well I found out from speaking with the Department of gaming at the state of KY that I can not hold a raffle,,,,, unless I want to get a gaming license and register with the IRS...., or if I keep the total raffle price under $150.00.... So the raffle idea has been shot in the foot......
Anyone that has any questions let me know. I am sorry I can't do this, I thought it would be a good way to raise some money to put towards range improvements but I guess we will have to just do it a little at a time so it don't hurt so bad..

What about a raffle where all the money above the cost of the ml goes to charity? Is that legal in KY? It would a good deed and they are always rewarded! Range improvements will come sooner or later. The only complaint I heard about your range was the lack of a porta john, and Kyle must be cheating.Haha

If we can't do a raffle, can we do a garage sale at the shoot? I have a Caldwell Lead Sled complete with 2 25lb weights that I would donate.

I don't know that you want to go this route but here's an option: Make a club. I am a member of a Sportsman's Club that has a rifle range and some shorter rifle/pistol bays. It is a $100/yr membership and I have sun up to sun down access (except on Sundays when shooting begins on noon to safeguard the churchgoers the noise of the range as there are three within a mile) and it is a combo lock. I think we have a member cap of 150. All club fees go to leasing the land and range improvement. For you it would all go to range improvement. With $15K per year you could pay for the insurance policy, range improvement, and you could have a member drawing for a gun each year as a club benefit.This doesn't benefit every board member on a weekly basis but it would allow you to roll it into their KY Challenge fee by reducing the cost of the shoot by that yearly fee. There are bound to be others in your neck of the woods that want to do this and there are bound to be hunters and shooters who would utilize it. You would just need to put together a board of directors to check in on the range from time to time and assist in operations.

The man I talked to at the Kentucky Gaming commission told me there were ways around it but it would be a lot of trouble and not worth it in the long run. I would need to find a non profit organization to do the raffle for me, hold the license, and donate the profit to me after the rifle was given away. He said that before it was all said and done it would be a waste of my time to do just one raffle. Then there are taxes to be paid on top of the profit. Of coarse the government gets to make their profit and collect their taxes even from the non profit organizations, like the church, schools, police depts., and fire departments. I already pay enough taxes so as for the raffle of the rifle I don't see any way we can do it an stay in the legality of the rules set forth in KY. I wish there was a way around the legal stuff but it looks as if we are not going to be raffling a rifle. Sorry guys.... Jeff.

This farm that we hold the Kentucky Challenge on is private property and once I open it up to the locals there will be people there every day of the week. Then you start getting complaining neighbors and then come ZONE changes equaling $1,000's of dollars. If we keep the shooting to twice a year I don't think we will ever have a problem, open it up 6 days a week and I see problems ahead. What I might do is just ask the guys that attend the shoots on a regular basics to donate $25.00 or so for the range and they will see the money put to good use each time they return for the next shoot. If I had a larger place and ranges out to 1000 yards or so I would look into starting a club but with my small and limited space I think we are better off to keep it small and regulated to a very small number of shooters twice a year. We are limited as to what we can do with gaming and raffles. This is to protect people from scam artist and buying tickets for something that will never be given away. Its the government protecting the one that would otherwise get shafted. I think its best to just let it go and we will do our range improvements a little at a time. I do appreciate everyone's interest in this and you ideas and suggestions are welcome. Thanks Jeff.
